charlotte russe & blooms have really cheap clothing (and cute!) you can look online. but if you go to the store, they have a large selection of clearance items, many for like 3.99 , 6.99, and 30% the already discounted price. super cheap. their clothes are similar to forever21, but cheaper.
but as a fair warning, blooms quality isn't that great. i bought this shirt there and wore it once. then i washed it, and now it's all baggy and not nice fitting. charlotte russe quality is pretty good though
aeropostale also have cheap clothing. preppy and sorta beachy. a really good sale section.
old navy has a nice selection too. a little more conservative.
ebay.com, amazon.com- those have cheap clothing, but you have to buy online (the downside)
target is okay. very cheap, but i dont know about the quality. they have a nice selection of accesories. i bought a few of my necklaces there.
ross has a good selection. you need to look a bit for what you want, but its really cheap. they sell accessories too.
claires has nice accessories. a bit for the younger set, but they have nice things sometimes. a really good sale section. (10items for 5$) .you have to hav ethe patience to look though.
for makeup, go to walmart. theire stuff isnt overpriced, so you can experiment with what matches you.

Well.. Thrift stores offer cheap clothes of nice value, if you don't mind secondhand. TJ Maxx and Marshalls also offer stylish clothing with some cool brands for great discounts. Old Navy is also stylish and quite cheap. E.L.F. online has cheap and nice makeup- I think everything is a dollar. For accessories- TJ Maxx again, Claire's, and thrift stores. Happy hunting!
Try all the Supermarkets. Most of the Supermarkets need to keep up with each other so offer everything at competitive prices. Tesco is good, they are always having 20% sales on the clothing & the make-up is just as good as any expensive brand! Just shop around, research is the key to finding bargains :)
Try the Buckle, Express, Anthropologie, Urban Outfitters, Swell, Macys, or Gap.
Try Asda, cheap and inexpensive clothes, they also do make up shoes and accessories too
